KENNEBUNK SEWER DISTRICT

 

The Board of Trustees of the Kennebunk Sewer District will hold a Rate Hearing at 7:00 p.m. on Tuesday, March 5, 2024 in the Conference Room at the District’s Main Office at 44 Water Street in Kennebunk.  The purpose of the Rate Hearing will be to set rates and fees for 2024.

Sewer User Fees

The Board of Trustees of the Kennebunk Sewer District are proposing that sewer user fees be adjusted for the calendar year 2024.

 Residential Customers

Below is a comparison of the 2023 rates with those being proposed for 2024:

For Kennebunk Sewer District, the average residential user uses 8,000 cubic feet (ft3) of water per year.  The sewer user fee for the average user will see an increase in the annual bill of 2.9% or $6.75 per quarterly bill. The increase is primarily due to the increased costs of labor, materials, and contracted services.  Debt Retirement and Support System charges are based on the number of equivalent dwelling units (EDU) on the property.

Vacant lots will be charged $1.30 per foot of frontage.  Ready to Serve customers will be charged for Debt Retirement charges for each equivalent dwelling unit.

Commercial and Industrial Customers

Commercial and Industrial customers shall be charged one Debt Retirement and Support System charge for each 12,000 ft3 of water consumed with a minimum of one unit. A comparison of the 2023 rates and the proposed rates for 2024 are presented below:

Equity Buy In Fee

Equity Buy-In Fees are one-time charges for new construction or changes of use that result in more wastewater discharged to the public sewer. Fees collected are used to pay for the cost of capital improvements to the wastewater treatment facility and collection systems. Rates for single family homes or Equivalent Dwelling Units (EDU) are set at 250 gallons per day.

Collection System Impact Fees

Annually, the Board adjusts the Collection System Impact Fees for continued need and annual cost adjustments. The Turnpike Impact Fee zone will be applied to any development West of the Maine Turnpike’s easternmost boundary.  Those fees have been adjusted by 2.52% based on the Construction Cost Index as published by the Engineering News Record.
